ORLEN Buys 216 MW of Permitted Solar and Wind Rights in Poland Rather Than Originating Them
ORLEN has closed the purchase of a 216 MW hybrid renewable project in the municipality of Kazimierz Biskupi, in Poland's Greater Poland region, acquiring two special-purpose companies that already hold the construction rights rather than developing the site itself.
The seller side was domestic. ORLEN New Power, the subsidiary responsible for developing and managing the group's onshore renewable assets, bought the two project companies from Polish developers ONDE and Neo Energy Group. The rights cover a 180 MW photovoltaic farm and a 36 MW wind farm on the same site.
Once built, the complex is expected to generate roughly 315 GWh a year, enough to cover the demand of close to 143,000 households.
The sellers stay in the delivery chain. ONDE will act as general contractor, Neo Energy Group will manage the construction process, and Energa Green Development will handle investor supervision on behalf of ORLEN. That structure keeps the originating developers on the build rather than handing an unfamiliar site to a new engineering team.
The wind half of the complex will run nine Vestas V136 turbines rated at 4 MW each.
Solar and wind will share a single grid connection under a cable pooling arrangement, in which the photovoltaic farm and the wind farm use common connection infrastructure. The point of the design is capacity utilisation: two generation profiles with different daily and seasonal shapes drawing on one export right, which is the scarce asset in most congested onshore markets.
Construction work is scheduled to begin in the third quarter of 2026. First energisation to the grid is expected in early 2028, with full commercial operation in the second quarter of 2028.
Geography does further work here. Kazimierz Biskupi sits about 8 km from the Kleczew Solar and Wind installation, and the two investments together form an onshore renewable cluster with a combined capacity of 485 MW.
Ireneusz Fafara, ORLEN's chief executive, said the acquisition increases the group's renewables portfolio by a 216 MW project combining solar and wind generation and allows efficient use of the connection infrastructure. Tadeusz Zborowski, vice-president for finance on the ORLEN New Power management board, described the purchase as a transaction that combines a large investment scale with a high degree of project maturity and efficient use of available connection capacity.
That framing is the substance of the deal for anyone tracking how refiners add electrons. Buying late-stage development rights transfers permitting and grid-connection risk to the balance sheet of a company that did not carry it, and shortens the distance to first power: here, construction start in Q3 2026 and commercial operation by Q2 2028. What the buyer gives up is the margin that accrues to whoever won the permits and the queue position in the first place, in this case ONDE and Neo Energy Group.
The cluster arithmetic also matters for asset managers reading utility-scale onshore pipelines. Two sites 8 km apart totalling 485 MW share regional infrastructure, service logistics and grid context, which is a different operating proposition from 485 MW scattered across a country. The hybrid configuration inside Kazimierz Biskupi, 180 MW of PV alongside 36 MW of wind, tilts the annual output profile heavily toward solar hours while using wind to fill the shared connection when irradiation is low.
