Upstream Oil and Gas Capital Moves Through Drilling, Licensing and a USD 13 Billion Merger
Upstream oil and gas spending surfaced in several unconnected basins at once, through instruments as different as rig hire, exploration bonuses and all-stock equity. The clearest field signal came from Venezuela, where three drilling rigs were working at NABEP's Junín 10 block, with three more due to start soon, including a recently arrived sixth rig, according to World Oil.
The rig activity was not confined to one operator or one region. World Oil reported a separate offshore drilling rig contract whose firm term is worth about USD 87 million, including mobilization fees.
Exploration licensing drew competitive bidding over the same window. An exploration round attracted 20 bids from 10 bidders for eight of the 15 areas offered, Oil & Gas Journal reported. That left seven of the 15 areas without a winning bid. The winning bids represent USD 230.1 million in exploration investment and USD 180.7 million in access bonuses.
Production-capacity ambitions pointed the same way. Bayraktar said the country's production capacity was 300,000 barrels of oil equivalent and was planned to reach 550,000 to 600,000 by 2028, according to Offshore Engineer OEDigital. The upper end of that plan would be double the 300,000 barrels of oil equivalent of current capacity.
Consolidation accompanied the drilling and the licensing. EQT agreed on October 26 to acquire rival natural gas producer Range Resources for nearly USD 13 billion in an all-stock deal, Reuters reported.
The five commitments point to upstream money moving through different mechanisms rather than a single basin. Access bonuses of USD 180.7 million are cash paid for exploration rights before a well is drilled, while the roughly USD 87 million rig term and the nearly USD 13 billion all-stock purchase commit capital over longer horizons.
The nearest observable test sits at Junín 10. If the three rigs still due arrive as scheduled, the block would hold six, double the three now running. The capacity target carries a dated check of its own: whether the 300,000 barrels of oil equivalent reaches the 550,000 to 600,000 range by 2028.
