Indian Oil plans own-brand packaged water across more than 43,000 fuel outlets
State-owned Indian Oil Corporation is set to enter India's packaged drinking water market under its own brand, using a network of more than 43,000 fuel outlets. The move is part of the company's effort to grow non-fuel revenue and offer value-added products at its petrol pumps.
Indian Oil issued an Expression of Interest on September 18, 2026, seeking aggregators for manufacturing, quality assurance, supply chain management, logistics and rollout of the water brand. Interested companies can submit responses until October 16, 2026. Under the proposed arrangement, Indian Oil would retain ownership of the brand, while selected partners would handle end-to-end execution from approved facilities.
The rollout will be carried out in phases, beginning with highway retail outlets. Indian Oil has identified about 21,435 highway retail outlets for the initiative. After establishing the business on highways, the company plans to expand the product to urban and semi-urban fuel stations.
Over the longer term, Indian Oil is considering premium water, natural mineral water, alkaline water and functional hydration products. Pricing will be decided by Indian Oil. Through the plan, the company aims to increase non-fuel revenue from about ₹200 crore to ₹760 crore.
The current proposal covers company-owned company-operated outlets, dealer-owned dealer-operated pumps and Kisan Seva Kendras. It does not extend to LPG agencies, institutional customers, offices, e-commerce or general trade at this stage. The final rollout will depend on the outcome of the aggregator selection and implementation process.
