Petrobras Cleared to Negotiate Four Offshore Exploration Blocks in Ghana's Keta Basin
Ghana's Ministry of Energy and Green Transition has approved Petrobras's application to negotiate exploration contracts covering four blocks, moving the Brazilian producer into direct talks over acreage in the offshore Keta Basin.
The company had filed an expression of interest in exploration blocks located in offshore areas of the Keta Basin, in Ghana, on the west coast of Africa. With the approval in hand, Petrobras enters the phase of direct negotiation on the terms of the exploration contracts.
Petrobras says the initiative is aligned with its strategy of rebuilding oil and gas reserves through exploration of new frontiers, both in Brazil and abroad, as set out in its Business Plan. That framing places the Ghanaian acreage inside a reserve-replacement mandate rather than a one-off international bid, and it is the clearest statement of intent attached to the four blocks.
Industria News reported the approval on August 21, 2026, in its Leitura Rapida section. Reuters carried the same development, describing the opening of negotiations for four maritime blocks in the Keta Basin.
The scale of the company behind the bid matters for how counterparties read it. Petrobras accounts for roughly 7% of total Brazilian tax collection, making it one of the country's principal contributors, according to a photo caption in the Industria News article.
The Ghana move sits alongside domestic transactions that continue to reshape Petrobras's counterparties at home. An agreement with Petrobras led PetroReconcavo to postpone a USD 60 million gas plant, according to a related article cited by Industria News. Separately, the site reported that Petrobras raised the credit line extended to Braskem to BRL 2.35 billion.
For exploration desks tracking where large state-controlled producers deploy drilling capital, the sequence to watch is contractual: an expression of interest, a ministerial approval to negotiate, and then the terms themselves. Nothing beyond that stage has been settled on the four Keta Basin blocks.
