Meta CEO Mark Zuckerberg used a 6,500-word essay published Monday to announce a USD 1 billion fund aimed at communities that host data centers, according to Semafor Net Zero.

The pledge landed alongside a separate public appeal from a rival developer. OpenAI addressed an open letter to the governor of Texas on Friday, committing to act as a partner in what it called "responsible AI infrastructure development," Semafor Net Zero reported.

Both moves come as municipal opposition to server farms hardens. Local bans on data centers nationwide rose from 300 in late June to more than 500 in July, according to The Information.

Neither company's outreach addressed the permitting decisions already made at the local level, where the count of prohibitions more than doubled inside a single month.

More Than 3 GW of Data Center Load Dropped Off PJM After Single Fault

More than 3 GW of data center load disconnected from the PJM system on July 22, 2026, following a single transmission fault, according to Power Magazine.

The same failure mode was examined before. Power Magazine reports that the North American Electric Reliability Corporation (NERC) investigated it in 2024 and found that utility equipment shed none of the load, with customer-side protection accounting for all of it.

That split matters for how the loss is diagnosed. When protection settings inside the customer facility trip the load rather than the utility's own equipment, the grid operator loses demand it did not choose to shed and cannot directly control.
