IAEA Warns of Low Diesel Reserves at Zaporizhzhya Nuclear Plant

The Zaporizhzhya Nuclear Power Plant is weighing a further cut to the number of emergency diesel generators kept in automatic standby, as diesel fuel supplies at the site remain a concern, according to the IAEA.

Diesel reserves at the plant are low after it leaned on its emergency diesel generators for nearly three weeks during an extended loss of off-site power in August and September, the IAEA said. Efforts to rebuild those reserves have been hampered by military activity in the area.

IAEA Director General Rafael Mariano Grossi said prompt fuel delivery would have a large positive impact on nuclear safety at the site. "I call on all sides to work with the IAEA to achieve this goal," Grossi said.

Egypt's Petroleum Minister Pitches Refining Hubs for African Crude

Petroleum and Mineral Resources Minister Karim Badawi said Egypt can link oil, gas and mineral output from across Africa to regional and global buyers through its existing energy assets.

Those assets, as Badawi described them, cover gas networks, the LNG plants at Idku and Damietta, pipelines, petroleum ports, refineries and petrochemical complexes.

Bipartisan Senate Permitting Bill Targets FERC Transmission Authority

The Bipartisan American Affordability and Jobs Act of 2026 would expand federal transmission authority through four grid policy provisions, according to the Niskanen Center. The bill is sponsored by Senators Mike Lee, Shelley Moore Capito, Martin Heinrich, and Sheldon Whitehouse.

Vedanta Targets 150,000 bpd From Mangla in Rajasthan Oil Push

Vedanta Oil and Gas is raising investment in its mature Rajasthan fields to arrest natural reservoir decline and lift crude output from existing wells, according to Event Registry.

The company is targeting production of more than 150,000 barrels per day from Mangla, up from about 80,000 bpd currently, according to Event Registry.

To reach that level, Vedanta plans to deploy enhanced recovery techniques including polymer flooding, alongside well interventions and other measures aimed at improving output from existing assets, according to Event Registry.

Oil Prices Climb for Second Session on Middle East Supply Concerns

Oil prices rose for a second straight session on Tuesday as concerns over potential supply disruptions from the Middle East outweighed signs of a recovery in the region's crude exports, according to the San Antonio News.

Reuters reported that Brent crude futures rose 0.6%, while U.S. West Texas Intermediate (WTI) crude gained 0.8%.

In later trading, Brent crude slipped 0.03% to USD 102.28 a barrel after edging higher earlier in Asian trading, while WTI fell 0.2% to USD 92.68, reversing small early gains, according to The Arabian Post.

The Arabian Post reported that prices had initially fallen before concerns over refined-fuel availability and Middle East security drove a rapid reversal.

A Kitimat-Stikine regional district director accused BC Hydro of deceiving the public about its planned transmission-line route through Thornhill, British Columbia, a line intended to supply power to large-scale northwestern B.C. industrial projects.

James Cordeiro said BC Hydro was employing a bait-and-switch tactic to shield the public from what it actually intends to do.

Hyster Deploys Hydrogen Fuel Cell Container Handlers at Tilbury and Rotterdam Ports

Hyster-Yale Materials Handling Inc. and its authorized dealer Briggs Equipment UK delivered a hydrogen fuel cell-powered ReachStacker to the Port of Tilbury in Essex, U.K.. The partners said the machine is the first hydrogen fuel cell-powered container handler deployed and fully operational in a real-world U.K. port application.

In a separate delivery, Hyster supplied a hydrogen fuel cell-powered ReachStacker to Rotterdam Shortsea Terminals in the Netherlands as part of a joint initiative examining the role of hydrogen in port and logistics decarbonization.

The Rotterdam unit runs on a 60-kilowatt Nuvera fuel cell engine that converts hydrogen into electricity to support a 130-kilowatt-hour lithium-ion battery, according to the delivery announcement.

Kazakhstan Studies Westward Oil Export Route via Caspian Sea and Azerbaijan

Stakeholders representing eight shareholder companies in Kazakhstan's major oil projects are studying the feasibility of expanding oil exports westward through the Caspian Sea and Azerbaijan, according to Arab News.

Kazakhstan sends more than 80 percent of its crude exports through the Caspian Pipeline Consortium, Arab News reported. The consortium operates a pipeline more than 1,500 km long that connects western Kazakhstan's major oil fields with a terminal near Novorossiysk on Russia's Black Sea coast.

JERA Sets Up Dedicated Firm to Run Japan's Oil Reserve Sites

JERA is establishing an oil storage company to manage the national petroleum stockpiling bases it operates in Japan, according to Oilprice. The new entity will exclusively handle operation of those reserve sites.

JERA Group subsidiaries currently run four national petroleum stockpiling bases in Japan, at Tomakomai-Tobu, Akita, Fukui and Shibushi, Oilprice reported.

The company says the structure is intended to strengthen safe and stable operations and to transfer and advance operational expertise, according to TokenPost.

The oil stockpiling business is expected to transfer to the new company around April 2029, TokenPost reported.

IEA's Birol Tells G7 Diesel Pressures Stay Acute After Hormuz Crisis

The energy market fallout from the Strait of Hormuz crisis is hitting diesel markets hardest, IEA Executive Director Fatih Birol told a G7 Leaders' video meeting. He joined the call to discuss conditions across global energy markets and the heavy strain on diesel supplies.

Birol said about 325 million barrels have been released under the IEA collective action announced on 11 March. That volume covers more than 80% of the 400 million barrels the action originally pledged.

Data Center Investment Overtook Oil and Gas in 2025, Informa Connect Reports

Global investment in data centers, led by AI infrastructure, surpassed oil and gas industry investment for the first time in 2025, according to Informa Connect.

The top 10 cloud service providers raised their capacity plans by about USD 137 billion, Informa Connect reported. That increase fed a USD 145 billion upward revision in Omdia's 2026 global data center investment forecast.

Across the GCC, 28 of 99 renewable projects under development had reached final investment decision (FID), according to Utilities Middle East. By comparison, two of 39 hydrogen projects and two of 18 carbon capture projects had reached FID.

None of the clean fuels, nuclear new-build, offshore wind or advanced modular reactor and small modular reactor (AMR/SMR) projects listed in the EICDataStream table had reached FID, Utilities Middle East reported.

Japan Makes Battery Developers Prove Site Rights to Hold Grid Slots

Battery developers and other generators in Japan must now show legal rights to their project sites to keep a grid connection, according to pv magazine.

At the end of December 2025, about 172 GW of grid-scale battery capacity sat at the connection-study stage and roughly 30 GW at the contract-application stage, while only about 0.64 GW had actually connected, pv magazine reported, citing ministry figures.

The Next-Generation Grid Working Group of Japan's Ministry of Economy, Trade and Industry (METI) drafted the requirement, pv magazine said. METI said the measure should keep projects with weak business certainty from sitting on connection reservations, freeing capacity for developers ready to build.

Recyclers Report High Recovery Rates for Batteries, Solar Panels and Wind Blades

Redwood Materials says it recovers more than 95% of the lithium, nickel, cobalt and copper contained in spent batteries and manufacturing scrap, according to Reuters.

Researchers at the Netherlands Organisation for Applied Scientific Research demonstrated a solar-panel recycling process that recovers silicon at purity levels of up to 99.998% and silver at 99.7%, with recovery yields of roughly 97%, Reuters reported.

Veolia has developed a process that turns previously unrecyclable fiberglass wind-turbine blades into pellets, according to Reuters. The pellets can replace coal, silica and limestone in cement kilns.
