EU energy commissioner warns of worst winter since 2022 crisis

EU Energy Commissioner Dan Jorgensen warned that soaring prices and uncertainty over fuel supplies could leave the bloc facing its worst winter since the 2022 energy crisis.

European natural gas prices climbed from around EUR 27 per megawatt-hour, equivalent to USD 31, in January to more than EUR 80 per megawatt-hour in September, Event Registry reported. The September price was the highest in nearly four years, according to Event Registry.

Oman signed three petroleum concession agreements with OQ Exploration and Production covering Blocks 36, 43A and 66, Event Registry reported.

OQ Exploration and Production will operate all three concession areas under the agreements, according to Event Registry.

Event Registry said the initial exploration phase will run for three years, with an option for another three years. Production concessions may last up to 25 years following a commerciality declaration.

The three blocks cover more than 30,000 square kilometers, while minimum exploration work programs total about $56 million, according to Event Registry.

Pakistan shifts diesel freight to rail after road closures

Pakistan began transporting diesel by rail to Khyber Pakhtunkhwa after road closures ahead of an opposition march disrupted freight movement, according to the railways ministry.

The ministry said a freight train carrying 750,000 liters of diesel from Rawalpindi had reached Peshawar Division.

Another train carrying one million liters from Mahmood Kot was scheduled to arrive on Saturday night, the ministry said.

TotalEnergies, SOCAR and XRG have taken a final investment decision on the full-field development of the Absheron gas and condensate field offshore Azerbaijan, with startup targeted for 2029, according to World Oil.

Nigeria petrol receipts rose 39% in August as imports fell

Nigeria’s domestic petrol receipts rose 39% in August to 35.9 million litres per day from 25.8 million litres per day in July, according to the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA).

Petrol imports fell 26% from July to August, declining to 14.6 million litres per day from 19.7 million litres per day, NMDPRA data showed.

In August, the Dangote Refinery supplied 35.87 million litres of petrol per day to Nigeria’s domestic market and exported 9.73 million litres per day, according to the regulator.

Kenya backs Dangote's planned Lamu refinery

President William Ruto said the Kenyan government is fully behind Dangote's planned refinery project in Lamu, pledging 100% support.

Ruto said Kenya has secured the land required for the project and is working on other enablers.

Dangote said the refinery would generate about 1,000 MW, including 500 MW available for sale to the Kenyan government.

The Ghana National Petroleum Corporation supplied approximately 950,000 barrels of Sankofa crude oil to Ghana's Tema Oil Refinery, Event Registry reported.

Tema Oil Refinery Managing Director Edmond Kombat said the cargo was the first shipment of Sankofa crude received by a Ghanaian refinery.

The refinery paid for the crude through a letter of credit accepted by the Ghana National Petroleum Corporation, according to Event Registry. The transaction created no additional debt exposure for the refinery.

LNG security focus grows amid tight global gas outlook

Rising electricity demand and geopolitical risks are strengthening LNG’s role in securing reliable energy supplies globally, according to Event Registry.

Global natural gas supply is expected to remain unusually tight until at least next summer, Event Registry reported.

Libya's NOC shuts Zawiya refining unit over pipeline closure

Libya's National Oil Corporation shut one refining unit at the Zawiya refinery after armed groups continued to force the closure of the Sharara crude pipeline valve, the company said.

NOC said it closed the unit to keep the site's other refining unit operating for as long as possible.

The pipeline closure cut cumulative Sharara production by 942,376 barrels over five days and caused about USD 95 million in direct financial losses, according to NOC.

NOC said it took precautionary measures aimed at safely resuming operations and stabilizing crude supplies to the Zawiya Refinery and export terminals.

Lamu port receives 2,930 tonnes of machinery for planned refinery

The Port of Lamu in Kenya received 2,930 metric tonnes of heavy machinery for the planned Dangote East Africa Refinery, according to Event Registry.

Event Registry reported that MV Da Yang delivered the equipment for construction of the planned refinery and petrochemical complex in Lamu.

The groundbreaking was planned for September 30, 2026, according to Event Registry. President William Ruto will lead the groundbreaking for the joint project between the Kenyan government and Aliko Dangote, Event Registry reported.

The refinery is expected to process up to 700,000 barrels of crude oil per day, according to Event Registry. It will process crude from Lokichar in Turkana County and other areas before supplying refined petroleum products to regional markets, Event Registry reported.

The project is expected to strengthen Kenya's energy security and create more than 60,000 jobs, according to Event Registry.

BP advances USD 700 million Egypt drilling programme

BP is proceeding with a four-well drilling programme in Egypt backed by USD 700 million in investment, according to Egypt's Petroleum Ministry.

The ministry said Fayoum-4 began production in September, around two years ahead of schedule, and is supplying about 80 million cubic feet of gas per day to Egypt's national grid.

The rig has moved to the Ghareb exploration well and is scheduled to drill two consecutive deepwater exploration wells for ArchiOS, a BP-XRG joint venture. BP holds 51% of ArchiOS, while XRG owns 49%, according to the ministry.

NNPC calls USD 800 million Ima Gas decision vote of confidence

Nigerian National Petroleum Company Limited (NNPC) described the USD 800 million Final Investment Decision on Nigeria's Ima Gas Project as a decisive vote of confidence in the country's upstream gas sector and its reforms.

Event Registry reported that the offshore project is expected to produce about 300 million standard cubic feet of gas per day at peak.

Nigeria LNG's Train 7 expansion is set to raise capacity from 22 million tonnes per annum to 30 million tonnes per annum, with Ima expected to supply a significant share of the additional gas, according to Event Registry.
