Forty-Five Countries Still Without New Climate Plans, UN Compliance Body Reports
Forty-five nations have yet to submit a nationally determined contribution (NDC), according to the Paris Agreement Implementation and Compliance Committee (PAICC) report on its 7-10 July 2026 meeting, published this week and covered by Climate Home News.
That leaves about a quarter of the countries signed up to the Paris Agreement in breach of its rules, 18 months after the February 2025 deadline, Climate Home News reported.
Twelve of the laggards ignored repeated attempts by the committee to establish why they had not produced a plan, the report said.
The missing filings are not confined to small emitters. Egypt, Vietnam, Argentina and the Philippines all rank among the world's 40 largest greenhouse gas emitters and none has an updated NDC, according to Climate Home News.
The backlog has narrowed since the committee last met in March. Ten countries have published NDCs in the interim, among them India, Algeria, Cameroon and Guyana, though the committee itself did not name them.
The PAICC has no authority to sanction governments that miss the deadline. Experts previously told Climate Home News that writing punitive powers into the Paris Agreement was considered controversial enough to have deterred some governments from joining at all.
